Social media accounts impersonating Bank of Korea Governor Lee Chang-yong have been used to funnel users into private investment chat groups, in a scam campaign that reflects a broader surge in impersonation fraud targeting South Korea’s financial and corporate elite.

The fake account posted multiple messages between September 22 and 23 containing Lee’s personal biography, framing itself as a channel to “understand economic trends” and offering access to a “study group.” While the posts stopped short of explicit investment recommendations, they directed users who added the account or sent direct messages into group chats that functioned as pump-and-dump coordination channels. The Bank of Korea requested removal from the platform operator, and the account was suspended within hours — but the associated Telegram groups, already populated with a large number of members, continue to operate.

A Broader Pattern of Elite Impersonation

The incident is not isolated. Recent months have seen a wave of fake accounts impersonating prominent South Korean figures, including SK Group Chairman Chey Tae-won, LG Group Chairman Koo Kwang-mo, and Samsung Electronics Chairman Lee Jae-yong. Some of these campaigns deploy AI-generated deepfake videos that mimic voice, tone, and facial expressions, dramatically raising the credibility of the fraud.

The use of a central bank governor’s image is particularly potent: it borrows the perceived neutrality and authority of monetary policy to legitimize speculative bets.

The rapid takedown of the fake account shows platform operators can act quickly when notified, but the persistence of the downstream Telegram groups highlights a structural gap. Enforcement stops at the point of detection, while the monetization layer — the chat groups and the payment rails — remains largely untouched.

Regulatory and Industry Outlook

South Korean authorities have been tightening scrutiny of crypto-related fraud, and cases involving deepfakes could accelerate calls for mandatory identity verification for financial influencers and stricter platform liability. For crypto exchanges and wallet providers, the reputational risk is real: legitimate venues may find themselves named in scams they have no connection to.

Investors should treat any social media account promising exclusive economic insight or private investment groups as suspect, regardless of the name attached. The convergence of generative AI and crypto payment rails means impersonation fraud will get cheaper to produce and harder to detect — making verification, not trust, the default posture.
