The significance here is less the congratulation itself than the channel: a direct foreign-minister call between Tehran and Brasília signals both sides want the relationship warm at a moment when Iran's diplomatic bandwidth is stretched across regional issues. For Brazil, the call is an early test of how Lula's new term positions itself between Western partners and sanctioned states. Whether this contact translates into anything more concrete — trade, multilateral coordination, or a visible tilt — is the open question worth watching.
