The Ethereum Foundation’s protocol cluster, synthesizing input from roughly 60 researchers and engineers, has for the first time issued a unified priority ranking for the upcoming Pectra upgrade. The list designates EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions) as ‘must-ship’ proposals, signaling a strategic pivot toward decentralization and user sovereignty.

What Are FOCIL and Frame Transactions?

FOCIL (Fee Oracle and Inclusion List) aims to decentralize transaction inclusion by allowing users to submit transactions directly to the network, reducing reliance on centralized block builders. This enhances censorship resistance—a core Ethereum value—by ensuring that validators can include transactions even if builders collude or comply with external pressure.

Frame Transactions introduce native account abstraction, enabling smart contract-based accounts without the need for third-party middleware. This lays groundwork for post-quantum authentication and protocol-level privacy applications, potentially transforming user experience and security models.

The unified stance marks a departure from Ethereum’s historically organic, principle-driven upgrade process.
