Houthis Say Red Sea Shipping Remains Safe, Not Threatened

The Houthis' public assurance is itself the signal: a non-state actor asserting that a major chokepoint is safe undercuts the premise that commercial passage through Bab el-Mandeb is governed by insurers, navies, or flag states rather than by the group's own targeting logic. The distinction drawn between "specific targets" and general navigation matters most for shipowners, charterers and war-risk underwriters, whose pricing turns on exactly that boundary. Whether the assurance holds, and whether it is reflected in insurance and routing decisions, is the open question.
