Coinbase Opens IPO Access to US Retail Investors, Starting With Oura

Coinbase has begun letting eligible US retail users subscribe to initial public offerings directly through its app, with the first deal supporting the Oura IPO expected this week. Under the program, qualified users can request shares at the offering price before public trading begins, with final allocations determined by the issuer and underwriters.

Why It Matters

Retail investors have historically been shut out of IPO pricing. Shares are typically allocated to institutional funds, hedge funds and high-net-worth clients of underwriting banks, and retail buyers only get access after the stock starts trading — often at a premium. Coinbase is now positioning itself as a distribution channel that gives ordinary users a shot at the issue price.

The move fits a broader strategy of turning Coinbase from a pure crypto exchange into a full-service brokerage. The company already offers US equities and ETFs, custody, staking, stablecoin services and a derivatives venue. Adding primary-market access deepens the relationship with users who may otherwise hold their brokerage accounts elsewhere.

Competitive and Regulatory Context

  • Traditional brokers such as Robinhood and SoFi have built large retail franchises on commission-free equities, but IPO access has largely been reserved for wealthier clients.
  • Regulators have pressed for fairer allocation practices, and platforms that democratize primary-market access could face scrutiny over how shares are distributed and disclosed.
  • Tokenized equity and 24/7 trading ambitions are converging with traditional market plumbing, raising questions about settlement, custody and investor protection.

What to Watch

Two things will determine whether this becomes a durable product or a novelty. First, allocation size: if retail users receive only token amounts, the feature will function more as marketing than as genuine access. Second, deal flow: a single IPO is a pilot, and the model only scales if a steady pipeline of issuers agrees to include Coinbase’s user base in their books.

If it works, Coinbase could become a bridge between crypto-native users and public equity markets — a convergence that regulators, banks and exchanges are all watching closely.
