China NDRC Chair Zheng Shanjie Meets Western Australia Premier Roger Cook, Signs Cooperation Document

The substance here is the meeting itself rather than the document, whose contents were not disclosed. A direct NDRC engagement with a state-level premier signals that Beijing is keeping subnational channels open with Australia's resources heartland, which matters for iron ore, LNG and critical minerals supply relationships even absent public terms. The open question is whether the undisclosed cooperation document produces visible follow-through, or remains a symbolic gesture.
