Codifying the reserve into statute is a different proposition from an executive order, which a future administration could simply revoke; a 20-year lockup and Treasury custody would make the position far harder to unwind, and that durability is the real substance here. It also shifts bitcoin from a discretionary presidential initiative toward a standing federal balance-sheet item, a meaningful change in how the asset is treated institutionally.
