This pairs a state hydropower developer with the world's largest battery maker, a structure that reads less like a conventional generation project and more like a hedge on how Tibet's hydro output gets stored, shifted and monetized. CATL's minority stake gives it a foothold in upstream clean power that could eventually support storage or green-energy supply arrangements, while Huaneng keeps control.
