OKX Files With SEC to Launch Tokenized US Stock Trading Platform

OKX has filed with the SEC to launch a tokenized U.S. stock trading platform through a joint venture with NYSE parent ICE, planning to list 63 NYSE companies under a new five-year Innovation Exemption. The move marks one of the most significant attempts yet to bring public equities on-chain.

OKX Moves to Bring NYSE-Listed Stocks On-Chain

OKX has filed an application with the U.S. Securities and Exchange Commission to launch a tokenized U.S. equity trading platform, becoming one of the first major crypto exchanges to pursue digital versions of public-company shares under a new U.S. regulatory framework. The filing entity, OKXICE LLC, is a joint venture between OKX and Intercontinental Exchange (ICE), the parent company of the New York Stock Exchange.

The platform plans to initially list tokenized shares of 63 NYSE-listed companies. Issuers will have a 30-day opt-out window before trading begins. The initiative relies on a five-year “Innovation Exemption” introduced by the SEC on September 17. The joint venture is co-chaired by former New York Governor Andrew Cuomo. Under the new rules, tokenized securities must embed dividend rights and other shareholder entitlements.

Why This Matters for the RWA Sector

Tokenized equities have long been the most anticipated — and most legally fraught — frontier of real-world asset tokenization. Unlike tokenized Treasuries or money-market funds, which have grown into a multi-billion-dollar market, public equities sit at the center of U.S. securities law, making compliant issuance a high-wire act. The SEC’s Innovation Exemption appears designed to give established venues room to experiment without immediately triggering full registration burdens.

  • Institutional validation: ICE’s involvement signals that traditional exchange infrastructure sees tokenization as an extension of, not a threat to, its business.
  • Distribution advantage: OKX brings global crypto-native retail and institutional users; ICE brings listing standards, market data, and regulatory credibility.
  • Competitive pressure: Coinbase, Kraken, and Robinhood have all explored tokenized equities. An SEC-approved framework could force rivals to accelerate their own filings.

Open Questions

Key details remain unresolved: whether tokenized shares carry voting rights, how corporate actions like splits and mergers are handled on-chain, and whether tokens will trade 24/7 or during NYSE hours. Settlement finality, custody, and the treatment of non-U.S. users are also under scrutiny.

Forward Look

If approved, OKXICE could open a template for tokenized equity markets that blur the line between crypto exchanges and traditional brokerages. The bigger prize is a global, always-on market for U.S. equities — but the path runs through Washington, and the 30-day issuer opt-out gives listed companies an early veto. Watch for the first wave of issuer responses and any competing SEC filings in the coming weeks.
