Polkadot Community Weighs DAO Strategy Shift Toward User Growth and New dotStables Asset

A governance proposal on SubSquare would redirect Polkadot's DAO strategy from ecosystem size and locked value toward end-user acquisition, while introducing dotStables, a collateralized native stable asset. The shift signals a broader industry move away from vanity TVL metrics toward real usage.

Polkadot’s DAO Rethinks Its North Star: From Locked Value to Real Users

A new governance proposal submitted on SubSquare is asking the Polkadot community to fundamentally reorient its decentralized autonomous organization strategy. The DOT DAO Strategy Mandate would move the network’s primary objective away from ecosystem size and total value locked, and toward end-user acquisition and genuine on-chain usage. As part of that pivot, the proposal outlines plans to build user-facing Polkadot products and to launch dotStables, a collateralized stable asset native to the ecosystem.

A Strategic Pivot Away From Vanity Metrics

For years, layer-1 networks have competed on TVL, developer counts, and the number of parachains or apps deployed. Those metrics are easy to subsidize and easy to game, and Polkadot’s own treasury-funded incentives have at times produced activity that faded once rewards ended. The DAO Strategy Mandate implicitly acknowledges this critique. By shifting the DAO’s mandate toward user acquisition, retention, and actual product usage, the proposal treats adoption — not capital parked in contracts — as the real measure of network health.

This mirrors a broader industry correction. Across DeFi, projects are increasingly tracking active addresses, transaction frequency, and revenue per user rather than headline TVL. For Polkadot, whose relay-chain and parachain architecture is technically sophisticated but has struggled to convert that into mainstream consumer traction, the pivot could be overdue.

dotStables: A Native Stable Asset With Collateral at Its Core

The most concrete element of the proposal is dotStables, a collateralized stable asset. Unlike algorithmic models that rely on reflexive token incentives, a collateralized design backs the asset with on-chain reserves, which is a more conservative and, in the post-Terra era, more credible approach. If implemented well, dotStables could serve as a settlement and payment unit inside Polkadot’s DeFi stack, reducing dependence on bridged stablecoins issued on other chains.

That matters because stablecoins are the connective tissue of DeFi. Lending markets, DEX liquidity, and payment flows all denominate in stable units. A credible native stable asset would give Polkadot’s parachains a shared unit of account and could deepen liquidity across its ecosystem without importing external bridge risk.

What to Watch

  • Governance outcome: Whether DOT holders approve the mandate and how treasury funds are allocated to user-acquisition programs.
  • dotStables design: The collateral basket, minting and redemption mechanics, oracle setup, and liquidation rules will determine its safety and adoption.
  • Measurable KPIs: The proposal’s success hinges on whether it defines hard targets for active users and usage, not just aspirational language.

The mandate is a bet that Polkadot’s next chapter is won with products people actually use, not with capital locked in incentives. If the community backs it, dotStables could become the first tangible test of that thesis.
