China’s Top Leadership Backs ‘AI+’ Push, Signaling Tailwinds for On-Chain AI and DePIN

China's Central Committee and State Council have ordered a full-scale 'AI+' rollout, prioritizing compute, algorithms, and data supply alongside humanoid robots and smart terminals. The plan never mentions crypto, but its focus on compute bottlenecks and data infrastructure creates a clear demand signal for DePIN networks, on-chain AI agents, and tokenized data marketplaces.

Beijing Elevates AI to a National Growth Engine

The Central Committee of the Communist Party of China and the State Council have issued a sweeping policy document on developing “new quality productive forces,” calling for the full-scale implementation of an “AI+” initiative. The plan directs AI to transform traditional industries, accelerate applications in intelligent connected new-energy vehicles, AI phones and computers, and humanoid robots, and strengthen the supply of computing power, algorithms, and data. It also calls for national AI application pilot bases, high-value use scenarios, and a monitoring, early-warning, and emergency-response framework to keep AI “safe, reliable, and controllable.”

Why This Matters for Crypto and Web3

While the document does not mention blockchain or digital assets, its priorities map directly onto several fast-growing crypto sectors. Decentralized physical infrastructure networks (DePIN) that aggregate GPU and storage capacity are positioned as an alternative supply layer for the very compute bottleneck Beijing wants to solve. On-chain AI agent frameworks, decentralized inference marketplaces, and tokenized data networks all depend on the same three inputs — compute, algorithms, and data — that the policy singles out for “efficient supply.”

The emphasis on humanoid robots and intelligent terminals is also notable. Robotics projects increasingly experiment with token-based coordination for machine-to-machine payments, data labeling, and fleet governance, a niche that could attract more Chinese developer talent if domestic rules allow.

The Compliance Overhang

Beijing’s insistence on safety, reliability, and controllability cuts both ways. It suggests continued scrutiny of unlicensed cross-border data flows and token issuance, meaning mainland teams will likely keep building offshore while serving domestic enterprise demand through licensed channels. Hong Kong’s regulated virtual asset regime remains the most plausible bridge.

Forward Outlook

  • Watch for provincial AI pilot bases to publish procurement lists that include decentralized compute providers.
  • DePIN and AI-agent tokens with real enterprise revenue, not just narrative, should outperform.
  • Expect tighter data-compliance requirements for any project touching Chinese user data, reinforcing the case for privacy-preserving and zero-knowledge infrastructure.

The policy is a multi-year demand signal. Crypto projects that can credibly sell compute, data, or agent tooling into China’s AI buildout — from outside the mainland — have a rare opening.
