Changan Automobile Reshuffles Leadership: Zhu Huarong Steps Down as Listed Unit Chairman

Changan Automobile announced a major management reshuffle on October 16, marking a significant governance restructuring less than a month after Zhu Huarong was re-elected as chairman of the listed company. Zhu will continue as Party Secretary and Chairman of China Changan Automobile Group, but will no longer concurrently serve as Chairman and Party Secretary of the listed subsidiary, Chongqing Changan Automobile Co., Ltd. Group General Manager Zhao Fei will take over as Chairman of the listed company, while former Executive Vice President Ye Pei has been appointed President and Deputy Party Secretary.

What Happened

The key change is the separation of the Group General Manager and listed company President roles. Previously, Zhu Huarong held chairmanships at both levels, and Zhao Fei served simultaneously as Group General Manager and listed company President. Now, Zhao retains the chairmanship of the listed company, maintaining a link between group strategy and the vehicle business, while Ye Pei assumes operational responsibility as President. Other adjustments include Tan Benhong stepping down as Deputy Party Secretary of the listed company while remaining Deputy Party Secretary of the Group, and Yang Dayong and Deng Chenghao being promoted to Executive Vice Presidents. Klaus Zyciora transitions to Global Chief Executive Advisor, no longer serving as Vice President and Head of Changan’s Global Design Center.

This restructuring follows the September 17 board re-election where Zhu Huarong was re-elected Chairman and Zhao Fei was appointed President. Changan explains the September election was a routine board term renewal, while this adjustment represents an institutional arrangement after completing governance tasks during the new central enterprise transition period.

Market Implications

The reorganization reflects Changan’s evolution from a pure automaker to a central state-owned enterprise with diversified interests including vehicle manufacturing, components, finance, and logistics. The group level must allocate resources across this industrial portfolio, while the listed company focuses on vehicle operations, R&D, production, and sales. This separation aims to clarify accountability and operational focus.

However, the new management team faces significant operational pressure. In the first three quarters, Changan’s cumulative sales reached 1.6927 million units, down 18.07% year-over-year. New energy vehicle sales totaled 709,300 units, down 2.07% year-over-year. While NEV penetration rose to 41.9% from 35.1% a year earlier, this increase partly reflects a faster decline in total vehicle sales. In September alone, NEV sales grew 15.64% year-over-year to 119,800 units, but total vehicle sales fell 19.11% to 215,400 units. Overseas sales reached 94,200 units, accounting for over 40% of total sales.

Investor Takeaways

  • Governance clarity: The separation of group and listed company roles could improve decision-making efficiency and accountability, potentially positive for long-term shareholder value.
  • Operational challenges: The new team must simultaneously boost NEV penetration and restore overall sales growth amid intense competition in China’s auto market.
  • State-owned enterprise reform: This restructuring aligns with broader SOE governance reforms, emphasizing professional management and clear responsibility chains.
  • Watch for execution: Investors should monitor whether the new management can translate strategic clarity into improved sales performance and financial results.

The reshuffle signals Changan’s preparation for a more complex operating environment, balancing domestic and international markets, multiple powertrain technologies, and diverse brands. Success will depend on the new team’s ability to execute amid ongoing market headwinds.
