Peer Launches Alipay-Funded USDC Trading on Base in Beta, But No Official Alipay Partnership

Peer has launched a beta service allowing users to buy USDC on Base using Alipay, with buyers paying individual sellers in yuan. The company clarifies it has no official partnership with Alipay, raising regulatory and operational questions.

Peer Launches Alipay-Funded USDC Trading on Base in Beta

Peer, a peer-to-peer crypto trading platform, has launched a beta version of a service that allows buyers to purchase USDC on the Base network using Alipay, the popular Chinese payment app. Buyers pay individual sellers in yuan, and the stablecoin is transferred on-chain. However, Peer emphasizes that it has no official partnership with Alipay, raising questions about the regulatory and operational implications of this service.

How It Works

The service operates as a peer-to-peer marketplace: a buyer wanting USDC on Base initiates a trade and pays the seller via Alipay in Chinese yuan. The seller then releases the USDC to the buyer’s wallet on Base. Peer acts as an escrow and dispute resolution layer, but does not handle fiat directly. This model is similar to other P2P exchanges like LocalBitcoins or Paxful, but leverages Alipay’s massive user base in China and the low-cost, high-speed transactions of the Base layer-2 network.

Peer’s beta launch comes amid growing demand for stablecoins in China, despite regulatory restrictions on crypto trading. The Chinese government has banned cryptocurrency exchanges and initial coin offerings, but individuals still find ways to trade. Alipay, operated by Ant Group, has previously stated that it does not support cryptocurrency transactions and has taken measures to block accounts involved in crypto trading. Peer’s disclaimer that it has no official partnership with Alipay is likely an attempt to distance itself from any perceived endorsement or regulatory scrutiny.

Industry Analysis and Implications

The launch highlights several trends in the crypto industry:

  • P2P Trading Evolution: Peer-to-peer trading has evolved from simple escrow services to more sophisticated platforms that integrate with popular payment apps. By using Alipay, Peer taps into a familiar payment method for Chinese users, potentially increasing adoption.
  • Layer-2 Adoption: Base, Coinbase’s Ethereum layer-2 network, is gaining traction as a low-cost environment for stablecoin transfers. Using Base for USDC transfers reduces fees and confirmation times, making P2P trades more efficient.
  • Regulatory Arbitrage: Operating without an official partnership with Alipay may allow Peer to avoid direct regulatory action against Alipay, but it also puts the burden on individual users to comply with local laws. Chinese regulations prohibit crypto trading, so users engaging in such trades may face legal risks.
  • Stablecoin Demand: Despite the ban, demand for USDC and other stablecoins remains strong in China as a hedge against currency volatility and capital controls. P2P platforms provide an outlet for this demand.

However, the service also raises concerns. Alipay’s terms of service prohibit using the platform for cryptocurrency transactions, and the company has actively cracked down on such activities. Peer’s users could face account freezes or other penalties if Alipay detects crypto-related transactions. Moreover, the lack of official partnership means there is no recourse if Alipay decides to block payments to Peer’s sellers.

Forward-Looking Perspective

Peer’s beta launch is a test of whether P2P crypto trading can thrive in a regulatory gray area. If successful, it could encourage other platforms to integrate with popular payment apps, potentially increasing crypto adoption in regions with restrictive regulations. However, the service’s long-term viability depends on Alipay’s tolerance and regulatory developments in China. As governments worldwide tighten crypto regulations, platforms like Peer must navigate a complex landscape of compliance and user demand. The beta will likely be closely watched by both industry participants and regulators, as it represents a novel approach to bridging traditional payment systems and decentralized finance.
