Eurosystem’s Pontes DLT Settlement Project Goes Live September 21, Bringing Tokenized Securities to Central Bank Money

The Eurosystem's Pontes DLT settlement project launches September 21, connecting market DLT platforms to TARGET services for central bank money settlement of tokenized securities. Clearstream and Axiology are conducting pre-launch testing, with Hash-Link enabling synchronized delivery-versus-payment.

Eurosystem’s Pontes DLT Settlement Project Goes Live September 21

The Eurosystem’s distributed ledger technology settlement initiative, Pontes, is scheduled to go live on September 21, marking a significant step toward bridging tokenized securities markets with central bank money. Clearstream has confirmed its participation in end-to-end testing ahead of launch, covering system connectivity, settlement workflows, and operational readiness. Axiology is also advancing testing and certification, with scenarios spanning securities issuance, secondary market trading, redemption, and coupon payments.

How Pontes Works

Pontes is positioned as an interoperability “bridge” connecting multiple market DLT platforms to the Eurosystem’s TARGET services. It enables wholesale transactions—such as tokenized securities—to settle in central bank money. The mechanism relies on Hash-Link, a hash-time-locked-contract-style arrangement that facilitates synchronized delivery-versus-payment (DvP) settlement. In the initial phase, finality on the cash leg will be achieved once the corresponding fund transfer is completed in the T2 system.

Industry Implications

The launch of Pontes represents one of the most concrete efforts by a major central bank bloc to integrate DLT-based market infrastructure with existing payment rails. For years, the tokenization narrative has been constrained by a chicken-and-egg problem: institutions hesitate to issue tokenized securities without a reliable settlement asset, while central banks hesitate to provide one without demonstrated demand. Pontes attempts to break that impasse by offering a neutral, interoperable settlement layer.

  • For custodians and CSDs: Clearstream’s early involvement signals that traditional market infrastructure providers see Pontes as a pathway to extend their services into digital asset markets without abandoning existing rails.
  • For tokenization platforms: Interoperability with TARGET reduces fragmentation risk, potentially encouraging more issuers to explore tokenized bonds, funds, and other instruments.
  • For the ECB: The project builds operational experience that could inform future decisions on a digital euro for wholesale use.

Forward-Looking Perspective

The September 21 launch is a milestone, but its ultimate significance depends on adoption. Early participants will test whether Hash-Link-based DvP can handle real-world volumes and whether the T2 finality model satisfies institutional risk requirements. If successful, Pontes could become a template for other central banks exploring similar bridges—accelerating the convergence of traditional finance and blockchain-based market infrastructure. The coming months will reveal whether this is a technical pilot or the beginning of a structural shift in European wholesale settlement.
