Luxeed Moves to Build Cars Under Its Own Name as Huawei’s HIMA Alliance Reshapes

Luxeed has applied for an independent vehicle production license, filing to build cars under its own name at a Chery factory site in Wuhu. The move extends Luxeed's independent operating structure within Chery and reflects a broader reshaping of Huawei's HIMA automaking alliance, with implications for Chery's strategic priorities and China's EV supply chain.

Luxeed Applies for Independent Production License

Anhui Luxeed New Energy Vehicle Co. has been added to China’s Ministry of Industry and Information Technology’s list of newly admitted vehicle manufacturers under batch 412 of its road motor vehicle production enterprise and product announcements. The public comment period runs until October 23, 2026, and Luxeed is still awaiting final approval. The company confirmed on October 18 that it plans to obtain an independent production qualification.

The filing lists the production address as No. 8 Wanjiang Avenue in Wuhu’s economic development zone in Anhui province, while Chery has applied to cancel its registration at the same address. The change is occurring within an existing factory compound; what is being adjusted is whose name the cars are built under.

For a company that already has products, a research and development team and an operating factory, securing a production license extends a series of earlier independent operating arrangements into the manufacturing side. After establishing its own corporate entity, adjusting management and introducing team equity participation, Luxeed is moving to place the car-making business inside its own company.

Why the License Matters

Once approved, Luxeed can file new models under its own name, handle parameter changes directly and bear responsibility for product quality and production consistency. Its already-independent R&D, supply and production systems would gain a corresponding manufacturing entity, allowing new model development, product filings and mass production to connect around Luxeed’s own vehicle plans and reducing cross-company communication.

Independent production qualification has been a high barrier for new automakers over the past four to five years. NIO delivered cars for years before obtaining its own license at the end of 2023; when Xiaomi’s SU7 was first filed, the manufacturer was still BAIC, and it only switched to Xiaomi in 2024. Luxeed is applying based on Chery’s existing factory site, and the filing still notes it is a member enterprise of the Chery group — it is adjusting the production entity within the group, with a ready factory and manufacturing base already in place.

Luxeed chairman Guo Rui said the team has formed an independent system covering supply, production and product R&D since the launch of Luxeed 2.0 last year. He noted that Huawei and Luxeed jointly define products, conduct R&D and quality control, and understand the market together.

The company suffered delivery problems during the early launch of its S7 sedan. Huawei executive director and terminal BG chairman Richard Yu later explained that chip supply and factory relocation affected mass production. For Luxeed, supply and production line preparation must be more tightly coordinated with new car sales arrangements.

Market Implications

The move is part of a broader restructuring of Huawei’s HIMA (Harmony Intelligent Mobility Alliance) ecosystem, which spans several automaker partnerships. As more brands adopt Huawei’s intelligent technology, Luxeed needs to find its own position. Consumers still compare space, driving experience and price across models, and Luxeed must identify product opportunities suited to it earlier and complete development with Huawei.

For investors, the key read-throughs are:

  • Chery’s strategic priority: Chery chairman Yin Tongyue has publicly listed Luxeed as a “first-priority strategic project,” with a planned investment of more than 10 billion yuan under Luxeed 2.0. Chery’s stake has been reduced to 85%, with two management team holding platforms owning a combined 15%, giving the unit a startup-like structure.
  • Sales pressure: Luxeed sold 43,600 vehicles in the first three quarters of this year, down 24.5% year-on-year. The V9 MPV has delivered more than 20,000 units cumulatively since August 24, but sedan and SUV businesses still need strengthening.
  • Huawei’s capacity constraints: Richard Yu said Huawei’s product, design and marketing service teams have been overloaded for years. As partner automakers take on more work, Huawei can deploy limited teams more efficiently — a model that could support more products without rebuilding teams for each new market.
  • Supply chain and procurement: Greater autonomy gives Luxeed room to negotiate directly with suppliers on development, orders and delivery schedules, potentially improving cost and lead times — though it must weigh scale advantages of Chery’s centralized purchasing for common parts against dedicated components developed for its own model cadence.

Key Takeaways for Investors

The filing is a structural signal rather than an immediate earnings event. It shows Huawei’s car alliance maturing into differentiated arrangements: Seres and Huawei will form a dedicated joint team under a new five-year cooperation, while Luxeed builds a fuller operating organization inside Chery. For equity investors in Chery and its supply chain, the question is whether Luxeed’s independent structure can reverse its sales decline and improve model cadence. For the broader Chinese EV sector, the precedent reinforces that manufacturing licenses and organizational autonomy are becoming competitive necessities as model update cycles shorten and cost control tightens.
